Here is a collection of articles as it appeared during the Movement Control Order period. The Movement Control Order was a restriction on movement to increase social distancing as well as to temporarily close non-essential businesses to control the increase in the spread of COVID-19 coronavirus. COVID-19 has become a global pandemic.

The Movement Control Order (MCO) is known as Perintah Kawalan Pergerakan (PKP) in the Malaysian Language. Some media translated the Movement Control Order as Movement Restriction Order.

Initially the Movement Control Order was announced on 16 March 2020 to begin on 18 March 2020 and end on 31 March 2020.

However on 25 March 2020, the Movement Control Order was extended to end on 14 April 2020. This is known as Phase 2 with stricter measures on movement.

On 10 April 2020, an announcement was made that the Movement Control Order was further extended from 15 April 2020 to 28 April 2020 as Phase 3.

Another announcement was made on 23 April 2020 to further extend the Movement Control Order to Phase 4 from 29 April 2020 to 12 May 2020.

However on 01 May 2020, partially through the Movement Control Order Phase 4, a new phase called Conditional Movement Control Order (CMCO) was implemented to start from 04 May 2020. In this phase within a phase, a great number of industries were allowed to operate.

On 10 May 2020, the Conditional Movement Control Order was further extended to 09 June 2020.

On 07 June 2020, a new Recovery Movement Control Order period was announced to commence from 10 June 2020 to 31 August 2020.

On 28 August 2020, the Recovery Movement Control Order period was further extended until the end of the year, 31 December 2020.

As cases mounted, Sabah and Klang Valley were put into a Conditional Movement Control Order which became almost nationwide from 09 November 2020 – 06 December 2020 (with the exception of Perlis, Pahang and Kelantan).

On 01 January 2021 the Recovery Movement Control Order was extended until 31 March 2021. Cases in the Klang Valley (Selangor, Kuala Lumpur and Putrajaya) and some parts of Malaysia were still under an extension of the Conditional Movement Control Order until 14 January 2021.

On 11 January 2021, an announcement was made on:

  1. Return to Movement Control Order in Penang, Selangor, Federal Territories (Kuala Lumpur, Putrajaya, Labuan), Johor, Sabah and Melaka
  2. Conditional Movement Control Order in Kedah, Perak, Negeri Sembilan, Kelantan, Terengganu and Pahang
  3. Recovery Movement Control Order in Sarawak and Perlis

for the period from 13 – 26 January 2021.

On 12 January 2021, an announcement was made to put Malaysia in a state of emergency until 01 August 2021.

On 19 January 2021, an announcement was made to place all the states into Movement Control Order from 22 January 2021 (except Sarawak).

Subsequently on 21 January 2021 all the Movement Control Order states were standardised to end on 04 February 2021.

On 02 February 2021 the Movement Control Order was extended to 18 February 2021.

The Movement Control Order extension was announced on 16 February 2021 for Federal Territory of Kuala Lumpur, Selangor and Penang until 04 March 2021 with the rest of the country under Conditional Movement Control Order and only Perlis under Recovery Movement Control Order for the same time period.

An announcement was made on 02 March 2021 that the Federal Territory of Kuala Lumpur, Selangor, Penang, Johor, Negeri Sembilan, Kedah, Perak and Kelantan will be placed under Conditional Movement Control Order and Melaka, Pahang, Terengganu, Perlis, Sabah, Federal Territory Putrajaya and Federal Territory Labuan will be placed under Recovery Movement Control Order in the period from 05 March 2021 to 18 March 2021. Sarawak was still under Conditional Movement Control Order until 15 March 2021.

On 16 March 2021, an announcement was made that the Conditional Movement Control Order was to be extended from 18 March 2021 to 31 March 2021 in the Federal Territory of Kuala Lumpur, Selangor, Penang, Johor and Kelantan. Sarawak was extended until 29 March 2021. The rest of the country was placed under Recovery Movement Control Order until 31 March 2021.

On 30 March 2021, an announcement was made that the Conditional Movement Control Order was extended again from 01 April 2021 to 14 April 2021 in the Federal Territory of Kuala Lumpur, Selangor, Penang, Johor and Kelantan. Sarawak was extended until 12 April 2021. The rest of the country was placed under Recovery Movement Control Order until 14 April 2021.

On 12 April 2021, an announcement was made that the Conditional Movement Control Order was extended again from 15 April 2021 to 28 April 2021 in the Federal Territory of Kuala Lumpur, Selangor, Penang, Johor and Kelantan. Sarawak was extended until 26 April 2021. The rest of the country was placed under Recovery Movement Control Order until 28 April 2021.

On 28 May 2021, an announcement was made to put the whole country into a Full Movement Control Order from 01 – 14 June 2021.

On 11 June 2021, an announcement was made to extend the Full Movement Control Order from 14 – 28 June 2021.

On 15 June 2021, a 4 phased National Recovery Plan was introduced with Key Performance Indicators to be met before moving through each phase.

On 24 June 2021, an announcement was made to extend the Full Movement Control Order from 29 June – 12 July 2021.

On 27 June 2021, the Full Movement Control Order Phase 1 was announced to be extended until the 4 Key Performance Indicators are met.

On 01 July 2021, an announcement was made to impose Enhanced Movement Control Order in Selangor and Kuala Lumpur.

On 26 July 2021, an announcement was made in Parliament that the State of Emergency will not be extended after 01 August 2021.

Subsequently there were changes in Phases by states.

Note: During the Movement Control Order, areas where there is a large outbreak is managed as an Enhanced Movement Control Order (EMCO) with very strict movement control.

  27. An announcement was made on the evening of 30 July 2020 that the International Mail, Parcel and EMS services (except Singapore) will be temporarily suspended from 03 August 2020 until further notice.
  28. The set of COVID-19 logo type slogan cancellation sets were delivered to those who ordered in April 2020.
  29. There were disruptions in the mail to the Targeted Enhanced Movement Control Order areas in Perlis and Kedah announced on 10 August 2020.
  30. The Sandakan Post Office was temporarily closed due to a COVID-19 positive case from 04 October 2020.
  31. Further disruptions to Limbang was announced on 05 October 2020 as the mail passed via Miri through Brunei into Limbang. Brunei imposed stricter border controls.
  32. As Sabah cases continued to rise, the mail to Sabah was subsequently delayed and the announcement came out on 06 October 2020.
  33. The Kunak Post Office was temporarily closed due to a COVID-19 positive case and announced on 08 October 2020.
  34. Another temporary closure to the UTC Sabah Post Office took effect from 07 October 2020.
  35. Further temporary closure was issued in Kota Kinabatangan Post Office with the notice issued on 12 October 2020.
  36. 1 Utama Post Office was temporarily closed starting from 12 October 2020.
  37. On 14 October 2020, Pos Malaysia announced that the deliveries to Sabah will be delayed due to the Conditional Movement Control Order. Post office operating time hours were revised 08:00 am – 03:00 pm (weekdays).

38. On 25 October 2020, Pos Malaysia announced a temporary closure of the Integrated Parcel Centre (IPC) in KLIA.

39. On 29 October 2020, Pos Malaysia made the following announcements on the temporary closure of Tawau Post Office but a resumption of the Kota Kinabatangan and Sandakan Post Offices.

40. An announcement on the disruption of mail to Limbang was published by Pos Malaysia on 14 January 2021.

41. An announcement was made by Pos Malaysia on 26 January 2021 that service to Limbang has resumed.

42. An announcement was made by Pos Malaysia on 26 February 2021 that Express Mail Service (EMS), a courier service, will resume to selected countries from 01 March 2021.

43. A further announcement was made by Pos Malaysia on 21 April 2021 that Express Mail Service (EMS), a courier service, has expanded by another 46 countries adding to the earlier 10 locations announced on 26 February 2021.
